Who Is Watching the Watchers? Conyers RTCC Supervisor Arrested for Misusing Flock Surveillance System

     (Conyers, GA – July 23, 2026): The Conyers Police Department is committed to maintaining the highest standards of integrity, accountability, and public trust. As part of that commitment, the department recently conducted a proactive audit of its Flock Safety Automated License Plate Reader (ALPR) system to ensure compliance with agency policies governing the use of the technology.

     During the audit, the department identified suspicious search activity involving Paige Forte, a supervisor in the Real-Time Crime Center (RTCC). Upon discovering this information, the department promptly launched an internal investigation after determining that the Flock system may have been accessed for purposes unrelated to legitimate law enforcement duties. The initial investigation revealed that she had made multiple inquiries into the vehicle driven by her domestic partner in order to ascertain his location. 

     To ensure an independent review of any potential criminal conduct, the department requested that the Georgia Bureau of Investigation (GBI) conduct a criminal investigation. At the same time, the employee was placed on administrative leave pending the outcome of the department's internal investigation. As a result of the GBI's investigation, the employee has been arrested on charges related to the alleged misuse of the Flock Safety system. "The integrity of our department depends on the public's confidence that we use technology responsibly and within the law," said Chief Scott Freeman. "When we discovered information suggesting our policies may have been violated, we acted immediately by launching an internal investigation and requesting an independent criminal investigation by the Georgia Bureau of Investigation. No employee is above the law, and we will continue to hold ourselves to the highest standards of accountability." 

     The department recognizes that the community places significant trust in law enforcement's use of investigative technology. That trust requires strong oversight, regular auditing, and swift action whenever potential misuse is identified. In this case, the department's own compliance measures detected the suspicious activity, demonstrating the effectiveness of the safeguards already in place. The department appreciates the Georgia Bureau of Investigation for its professionalism and partnership throughout the criminal investigation.      The GBI should be contacted for any additional details regarding the criminal case. As for the department’s internal investigation, it is still ongoing, and no further information will be released at this time.
